Based on your responses, you may be able to have a portion of the costs for inspecting, replacing, or rehabilitating your home's private sewer lateral covered by Pinellas County's Private Sewer Lateral Rebate Program.

If you decide to get your private sewer lateral inspected (and replaced or rehabilitated if needed), there are some additional criteria you will have to meet to receive the rebate. Below are the additional requirements for receiving your rebate:

  1. You should understand all the requirements for the PSL video inspection. These are listed on the PSL Video Inspection Form, available here.
  2. You must hire a plumber certified or registered with the Pinellas County Construction Licensing Board (PCCLB) to perform the inspection according to all the rebate requirements. You can search for eligible plumbers here. Make sure the plumber understands and agrees to meet all the rebate requirements before work is performed!
  3. If needed, you must approve a PCCLB-certified or registered plumber to fully replace or rehabilitate your defective PSL. When the work is done, you can verify that the County permit related to this work is officially closed by searching the Utilities permits in the Pinellas County Access Portal.
  4. Your PSL inspection, replacement, or rehabilitation work must have been done on or after October 1, 2022.
  5. You must submit a completed rebate application online using the Pinellas County Access Portal within 90 days from the date of inspection (if applying for an inspection rebate) or within 90 days from the date that your PSL permit closed (if applying for a replacement or rehabilitation rebate).

Rebates Now Available!

Pinellas County Utilities is offering one-time rebates to eligible property owners of single-family homes for the cost of inspecting and replacing or rehabilitating (lining) their private sewer lateral.

What is a PSL?
When you flush the toilet, the wastewater from your home flows into a pipe called the private sewer lateral, or PSL. That pipe leads to the right-of-way, where your home's wastewater is transfered to the public sewer pipeline and transported to a treatment plant.

What's the problem with PSLs?
Pinellas County homeowners are responsible for maintaining their PSL. Homes built before 1975 often have PSLs made from outdated materials, making them more likely to crack due to damage from tree roots or settling of the ground surrounding them. This can lead to blockages in the PSL, causing sewage to back up into your home. When it rains, water can also leak into damaged PSLs causing sewer overflows. That overflowing wastewater ends up in our yards, streets, and local waterways, causing health hazards and environmental problems.

What is the PSL Rebate Program?
To prevent costly repairs, Pinellas County Utilties is offering rebates to encourage eligible homeowners to hire a plumbing contractor to perform a closed-circuit television (CCTV) video inspection of their PSL, plus any necessary replacements or rehabilitation of damaged PSLs.

What does the rebate offer?
If you meet the eligibility requirements, Pinellas County will reimburse you up to $350 for the cost of the PSL video inspection. If your plumber discovers leaks in your PSL, and you follow the program requirements, you can also apply for a reimbursement of 50% of the costs to replace or rehabilitate (install new lining) your PSL, up to $3,500. Funds are limited each year, so homeowners should act quickly. Rebates are available on a first come, first served basis. Note: the rebates are not available for point repairs, restoration, or maintenance to PSLs.
